The concept of Napoleon's Tailor came from the inability of the shorter man to find properly fitting clothing. It is nearly impossible to buy a pair of pants off the rack. The crotch is too low and if you cut them off at the bottom, the taper is all wrong. Sweaters come down to the hips and they have to be folded over giving the look of a huge spare tire.
